Problem Description: 

1112510 add_drv fails during drvconfig after X25 and FDDI/S 2.0 drivers are installed 

The problem is exhibited when there are many device drivers on the system.  
Commands do not return as they are waiting for memory which is not and will 
not be available.  This happens most often while running add_drv and drvconfig.
It may also effect the window system.
