Problem Description:

1180436 passwd.exe broken for non-admin

In the default SolarNet configuration, the DOS passwd.exe is not able to
change the user's password if the user is not a SolarNet administrator.  The
user sees the message:

Error changing password of user foo on server paleale: fw_invoke_1_svc: User
foo is not authorized to invoke operation change_passwd in category user on
this server.
