	an error if the remote MAC and SAP address is different.  Check now checks
	for MAC address pair and associate SAPS now before returning a duplicate

Description:
	When no brxadmin_pu2 default services port is specified in the configuration
	PU 2.1 server will no longer default to brxadmin_pu2.  This will result in
	PU 2.1 not getting a socket and LU 6.2 will not be able to connect to 
	PU 2.1.  Error messages in PU 2.1 trace will show cmgr_excp_fun: Lost 
	connection to the Connection Manager.  The LU 6.2 trace will show cp open 
	failure, retrying messages.
	THERE IS NO FIX IN THIS PATCH WHICH WAS INTRODUCED IN THE PREVIOUS REVISION
	9.1.0.21 PU2.1/GMAN.  The workaround is to specify brxadmin_pu2 as the
	PU2_ADMIN service.
