Problem Description: 

4091571 CollTable wrong for sv locale

The collation sequence for Swedish in 2.5.1 was found to contain
errors. This patch updates the collation sequence to that specified
in the Nordic Cultural Requirements on Information Technology
INSTA technical report STRI TS3.
