Problem Description: 

4192473 Estonian Locale uses incorrect CodeSet

	In Solaris 7, the Estonian locale (et) uses the wrong 8-bit
	character codeset. I was implemented with the ISO8859-1 codeset
	instead of ISO8859-15. This patch delivers an Estonian locale
	based on the correct ISO8859-15 standard. The locale is called
	et.ISO8859-15. This first revision does not remove the previous
	'et' locale but revision -02 will remove it.

**Important**

This patch can only be installed on a system running Solaris 7 3/99 or later.
For systems running Solaris 7, the corresponding patch is 107368-01.
