Problem Description:

4365407 Incorrect locale categories in Norwegian locale
        mon_thousands_sep,p_cs_precedes,p_sep_by_space,n_cs_precedes,
        n_sep_by_space,p_sign_posn,n_sign_posn are incorrect.

4347429 Incorrect int_frac_digits and frac_digits in Norwegian locale
        The Norwegian locale contains the wrong int_frac_digits and
        frac_digits. Both entries has been brought upto date.
