Problem Description:

4310887 581 - Arabic locale has errors in / lacks some LC_CTYPE definitions - S7 patch (reworked)
Additional fixes needed to made for incorrect LC_CTYPE definitions.

The 64-bit ar.so.2 file was compiled as 32-bit. Re-compiled source
file to correct problem.

SAP has identified the following problems with the ar locale:
0x80 0x81 0x99 are not defined as control characters
0xA4 0xAD are not defined as graphic and punctuation
0xE0 0xEB-0xF2 are defined as alpha but not punctuation
