Problem Description: 

Due to a change in ws6.0 perflib, the s3l svd codes break when running on
either a single processor or on an array with more than 2 dimensions.

Due to an interface change, S3L 64 bit FFTs will not work with ws6.0 
perflib/compilers.

This patch is intended to provide support for the Forte (WS) 6.0
compilers only.  If you intend to use the 5.0 compilers, it is
strongly recommended that you back out this patch.  In a cluster
environment it must be installed, or not installed, on all nodes.
